The main disagreement between the two documents lies in the order of addressing territorial issues, lifting sanctions against Russia, security guarantees, and the size of the Ukrainian military. According to informed sources, on the territorial issue, the first text proposed by Trump’s envoy Vitkov has required the U.S. to legally recognize Russia’s control over Crimea and, in fact, recognize Russia’s control over southern and eastern Ukraine. However, the second text submitted by Europe and Ukraine postpones detailed discussions on the territorial issue until after a ceasefire agreement is reached, and does not mention the recognition of Russia’s control over any Ukrainian territory.
