In 2010 or 2011, on Nanjing West Road, I was heading home after work and encountered a Black man. I thought he was asking for directions, so I talked to him for a few words. It turned out he wasn't asking for directions; he wanted to take me to his house. I ignored him and walked away. The Black man kept following and bothering me. I was young at the time and didn't know how to defend myself. He kept bothering me for about 2 minutes before leaving.
Thinking back, it was quite scary. He might have tried to assault me or do drugs or something similar.
If there are just 10,000 Black people in Beijing, Shanghai, Guangzhou, or Shenzhen, the public safety of these cities could be compromised.
