According to Wu, @kubimensah has released a new proposal “Relay Inclusion Lists (rILs)” on the Ethereum research forum, aimed at enhancing Ethereum’s censorship resistance without requiring protocol changes. rILs are generated by relays from memory pool transaction inclusion lists, mandating blocks to include specified transactions, while validators have the option to opt-out, maintaining flexibility. It is understood that this proposal can serve as a transitional foundation for EIP-7805 (Fork-choice enforced Inclusion Lists\FOCIL), where FOCIL is the future goal for mandatory inclusion lists within the protocol, while rILs are a temporary implementation that does not require protocol changes and is compatible with EIP-7805 specifications.
