According to Wu, Russian Finance Minister Anton Siluanov stated that the Ministry of Finance will jointly establish a cryptocurrency exchange specifically aimed at “ultra-high-quality investors” in collaboration with the Central Bank of Russia. The goal is to legalize and regulate part of the crypto trading. This trading platform may be newly built or expand functionalities based on existing exchanges. According to the experimental legal framework previously proposed by the Central Bank, only investors who meet specific asset or income criteria (such as holding assets exceeding 100 million rubles or annual income over 50 million rubles) can directly trade Crypto Assets, while other investors can participate in the market through derivation linked to Crypto Assets but without physical Delivery.
