On November 6, China and the United States recently adjusted multiple tariff or non-tariff measures, beginning to implement the consensus reached during the Kuala Lumpur economic and trade consultations. On the local time of the 4th, the White House issued two presidential executive orders, announcing that starting from November 10, 2025, the so-called “fentanyl tariff” of 10% imposed on Chinese goods will be canceled, and the suspension period for the 24% “reciprocal tariff” on Chinese goods will be extended for one year. On the 5th, two Chinese departments successively announced corresponding adjustment measures. Huo Jian Guo, Vice President of the China WTO Research Association, stated that currently, both parties are implementing the consensus of the first aspect of the results, which involves the U.S. increasing the “fentanyl tariff” and imposing the “reciprocal tariff” on China on March 4 and April 4, respectively, to which China has made corresponding countermeasures. He indicated that according to the consensus reached by both parties, the future implementation of the results of China-U.S. consultations will involve the U.S. “50% penetrative rules” and relevant trade restrictions on China in the maritime, logistics, and shipbuilding industries related to the 301 investigation, as well as cooperation on fentanyl drug control and the expansion of agricultural product trade, among other aspects.
