Hong Kong SAR Chief Executive John Lee Ka-chiu stated before the Executive Council meeting on the 17th that the SAR government will accelerate the drafting of the “Hong Kong Five-Year Plan” and conduct public consultations around the fourth quarter of this year, with the formal text of the “Hong Kong Five-Year Plan” to be announced before the end of the year.

John Lee said that drafting a five-year plan for Hong Kong can strengthen and better leverage Hong Kong’s advantages. The plan will develop the economy and improve people’s livelihoods into a continuous dynamic cycle, enabling Hong Kong residents to share the fruits of development and see their well-being steadily improve.

He also mentioned that the drafting work will be led by him, with the Civil and Mainland Affairs Bureau responsible, and all government departments will fully promote and participate.

“Completing the ‘Hong Kong Five-Year Plan’ within this year is our goal,” said John Lee. To assist the SAR government in completing the work within a tight timeframe, he proposed establishing a collaborative research and feedback mechanism between the government and the Legislative Council under executive leadership, to foster a positive interaction and cooperation between the executive and legislative branches.

On the same day, the Development Bureau submitted a discussion paper to the Legislative Council’s Development Affairs Committee, introducing ideas for establishing dedicated legislation to accelerate the development of the Northern Metropolis and seeking committee opinions. John Lee expressed hope that the dedicated legislation could help loosen restrictions on planning and land procedures in the Northern Metropolis, allowing flexible and dynamic land planning, while also speeding up construction through various facilitation measures.
