We should stay committed to making breakthroughs from the elements side, strengthen precise and effective provision of computing power, formulate standards for classifying and grading data resources, and high-quality promote the construction, opening, and sharing of datasets. We should stay committed to making breakthroughs from the supply side, focus efforts on breakthroughs in multimodal large models and on-device large models, concentrate on developing industrial large models, vertical models, and specialized small models in areas of strength, and grow an artificial intelligence industry cluster. We should stay committed to making breakthroughs from the ecosystem side, strongly support OPC innovation and entrepreneurship; provide solid safeguards around financing support, channel expansion, and industrial linkage; strengthen talent cultivation and introduction as well as discipline development; enhance intellectual property protection; pay attention to artificial intelligence security; and create a favorable environment for the development of artificial intelligence.
