Ministry of Science and Technology: Collaborate with relevant departments and local authorities to jointly promote the construction of the Beijing (Jing-Jin-Ji) International Science and Innovation Center

On April 18, Lin Xin, Deputy Minister of Science and Technology, said at a press conference held by the State Council Information Office that the Ministry of Science and Technology will work with relevant departments and local governments to jointly promote the building of the Beijing (Beijing–Tianjin–Hebei) International Science and Technology Innovation Center. In strengthening regional coordination, it will support Beijing in playing a leading and exemplary role. With Zhongguancun as the main front, the Beijing–Tianjin and Beijing–Xiong’an corridors as the backbone, and the Tianjin Binhai New Area, Hebei Xiong’an New Area, and Shijiazhuang as important support points, it will build a coordinated innovation network of “one platform, two corridors, and three support points.” It will promote the three places to jointly sort out and plan the innovation chain and industrial chain, strengthen mutual recognition of policies, sharing of resources, co-building of platforms, and joint research on projects, and foster the free flow of innovation factors and complementary advantages, so as to jointly build a world-class base for sourcing scientific and technological innovation.

In terms of coordination between the central government and local governments, it will increase the力度 of policy support. Around the development of strategic scientific and technological strengths, the layout of major scientific and technological facilities and platforms, the deployment of major scientific and technological tasks, and the cultivation of emerging industries and future industries, it will introduce a set of “package-style” policy measures. It will support the Beijing–Tianjin–Hebei region in producing major original achievements in fields such as artificial intelligence, biopharmaceuticals, commercial aerospace, and hydrogen energy, and in cultivating world-class industrial clusters. At the same time, the Ministry of Science and Technology will strengthen the local governments’ primary responsibilities and encourage them to take the lead in pilot programs and trials. It will support the Beijing–Tianjin–Hebei region in boldly exploring integrated development of education, science, technology and talent, technology finance, and the development of an open environment, deepen reforms such as talent evaluation and scientific research management, and build a institutional mechanism to support comprehensive innovation.
