Recently, the Third Shandong Digital Rural Development Innovation Competition released its list of award winners. The “1+2+N” Intelligent and Digital Inclusive Finance platform project of Qingdao Rural Commercial Bank won the Third Prize, indicating that Qingdao Rural Commercial Bank has once again received industry recognition for its innovative practices in using digital intelligence to empower rural revitalization.

Organized jointly by the Provincial Cyberspace Administration, the Provincial Financial Affairs Office, the Provincial Association for Science and Technology, the Provincial Department of Industry and Information Technology, the Provincial Department of Agriculture and Rural Affairs, the Provincial Department of Commerce, the Provincial Big Data Bureau, and the People’s Bank of China Jinan Branch, the Shandong Digital Rural Development Innovation Competition covers participating units across all levels of government agencies, enterprises and public institutions, universities, research institutions, and sectors including finance and insurance. It is an authoritative event in our province for stimulating innovation vitality in digital rural areas, promoting digital empowerment for rural revitalization, and advancing benefiting agriculture, rural areas, and farmers. Among 198 submitted projects, 48 ultimately received awards. The winning projects represent excellent outcomes from the field of intelligent empowerment for rural areas.

The Qingdao Rural Commercial Bank’s Intelligent and Digital Inclusive Finance platform integrates “1” smart brain—Intelligent and Digital Inclusive Finance middleware platform; “2” sensitive tentacles—customer-facing mini programs and mobile loan-application apps for customer managers—as a unified whole, endowing rural revitalization and inclusive finance with N kinds of innovative capabilities. Upholding the core philosophy of “strengthening the platform, optimizing processes, leveraging data, refining products, and solidifying risk control,” it comprehensively applies financial technologies such as big data and artificial intelligence to build a new inclusive finance service model featuring multi-channel outreach, intensive loan processing, intelligent risk control, and online-offline integrated innovation. It has innovatively launched flagship products such as Jinsui Express Loan, Chuangdan Express Loan, business mortgage loans, Bao-Dai Tong, Xu-Dai Tong, and Online House Mortgage Loan 2.0, among others. It fully covers customers in the “three rural issues” sector, urban residents, individual industrial and commercial households, and small and micro enterprises, enabling customer managers to “go into villages and homes and deliver loans.” The due diligence timeline is compressed by 60%, allowing the fastest route to achieve same-day application and same-day disbursement. Since the platform went live, the mini programs have reached 26,400 people, initiated 15,000 business transactions, delivered 3.27 billion yuan in credit, and issued 2.32 billion yuan in loans. It plays an important role in Qingdao Rural Commercial Bank’s “Double Thousand Campaign,” with the bank’s total marketing visits reaching 287,300 customer visits, new inclusive loans of 5.824 billion yuan, and an increase in personal loans of 2.265 billion yuan. This has significantly improved the convenience and experience of farmers applying for loans online, injecting digital financial momentum into rural revitalization.

In the future, Qingdao Rural Commercial Bank will stay true to its “support agriculture and support small businesses” market positioning, with technological innovation as the core and a scenario ecosystem as the lever. It will continue to deepen intelligent and digital empowerment for rural revitalization, promote inclusive financial services to go deeper into the grassroots, and contribute “digital-intelligence acceleration” to advancing the construction of digital rural areas.
