This news report (by reporter Lai Zhikai) On the morning of March 26, 2026 Zhongguancun Forum annual conference parallel forum— the Industrial Frontline Science and Technology Talent Innovation and Development Forum—was held at the Zhongguancun International Innovation Center. Li Chenglin, a member of the Standing Committee of the Beijing Municipal Committee and Minister of the Organization Department; and Gao Fenglin (concurrently), Deputy Chair of the All-China Federation of Trade Unions (and) an exemplar of China’s great craftsmen, delivered remarks. Gong Ke, Executive Dean of the China Next-Generation Artificial Intelligence Development Strategy Research Institute and former President of the World Federation of Engineering Organizations; and Paulo Lopes, head of the Greater China region of the Institution of Engineering and Technology (IET) in the UK, delivered keynote speeches. Li Jinghai, a member of the Chinese Academy of Sciences and Chair of the Beijing Association for Science and Technology; and Wu Degang, former Deputy Director of the Central Party History and Literature Research Institute, attended the forum.

The forum is jointly hosted by the Beijing Municipal Bureau of Talent Work, the Beijing Municipal Federation of Trade Unions, the Beijing Municipal Education Commission, the Beijing Municipal Science and Technology Commission, and the Management Committee of the Zhongguancun Science and Technology Park; as well as the Beijing Association for Science and Technology and the Beijing Municipal Human Resources and Social Security Bureau. Centered on the theme “the strength of frontline talent in a new round of technological revolution and industrial transformation,” the forum, through forms such as remarks and sharing, release of achievements, and high-level dialogues, discussed the growth paths of frontline science and technology talents and promoted deep integration of scientific and technological innovation with industrial innovation, injecting momentum from frontline talent into high-quality development of the capital.

At the forum, Gong Ke and Paulo Lopes delivered keynote speeches. Gong Ke focused on “Global Industrial Innovation Cooperation and the Cultivation of Internationalized Engineering Talent,” explaining the important significance of building a global community of innovation integrating industry, academia, and education, and offered suggestions for cultivating outstanding engineering talent with global competence. Paulo Lopes, from an international perspective, interpreted trends in cutting-edge technologies and new directions for cultivating engineering talent, providing international references for the development of frontline science and technology talents.

At the forum site, three major achievements were released in a concentrated manner: the “White Paper on Capital’s Frontline Science and Technology Talent,” which systematically presents the results of the construction of the frontline science and technology talent team in the capital; and the “Several Measures for Cultivating Beijing’s Great Craftsman Talent” and the “Several Measures for Cultivating Beijing’s High-Skilled Leading Talent,” which further improve the incentive mechanisms for talent cultivation. The three achievements, together with the “Several Measures on Strengthening the Building of an Outstanding Engineer Team” introduced at the beginning of the year, form a set of policy combination punches. From multiple dimensions such as cultivation, evaluation, incentives, and support, they stand as a safeguard for frontline science and technology talents, consolidate the foundation for talent development, and create a favorable social atmosphere of “four respects.” The event also presented certificates to the winners of the 25th “Beijing Outstanding Young Engineering Talent Pacesetters,” encouraging young engineering professionals to plant themselves on the frontline and strive to innovate.

The forum includes a high-level dialogue session. Centered on the theme “the growth of frontline science and technology talents in the AI era,” it invited representatives from Chinese and foreign enterprises, China’s great craftsmen, entrepreneurs, and young students to exchange on the same stage. Drawing on their respective work practices, they explored the core capability requirements for frontline science and technology talents in the AI era, diversified cultivation pathways, and future development opportunities.
