Riders Report Food-Service Violations as Beijing Market Regulation Conducts Its First Full-Chain Co-Governance During Industry Self-Inspection

People’s Finance News, April 2 — Today (the 2nd), the Beijing Municipal Administration for Market Regulation, leading multiple third-party online food trading platforms and industry associations related to catering, formally signed a memorandum of co-governance on the “just snap it” food safety initiative for delivery riders. This marks the first time an end-to-end catering co-governance mechanism has been established featuring “regulatory guidance, platform support, association coordination, and rider participation,” further strengthening “safety on the tip of the tongue.” According to the mechanism design, during the process of picking up and delivering orders, if delivery riders find that catering establishments have issues such as kitchen hygiene not meeting standards, operating without the required permits or licenses, or serious violations in food processing, they may report through a dedicated channel in the platform App called “just snap it.” After the leads are uploaded, the online platform will conduct preliminary screening and verification; effective leads will be forwarded to market regulatory authorities for law-based investigation and handling. In addition, a special fund will be set up to provide rewards to riders who submit effective report leads. At the same time, market regulatory authorities will regularly sort through and analyze riders’ reports, put forward regulatory requirements to platforms regarding prominent problems, and remind industry associations to carry out self-discipline checks. By organizing risk self-assessments and providing training and guidance, they will urge member units and catering service operators to operate in a standardized manner, promoting an overall improvement in the industry’s safety level.
