Lou Qinjian, the spokesperson for the Fourth Session of the 14th National People’s Congress, said, “The draft outline of the 14th Five-Year Plan will be submitted to this session for review and approval, and then announced for implementation after extensive solicitation of opinions. This will transform the Party’s proposals into national will and people’s actions through legal procedures. The session will also review the draft of the National Development Planning Law to formalize mature practices into law and better leverage the strategic guiding role of national development plans.” (Xinhua News Agency)
