Party Secretary and Standing Committee Director of the Municipal People’s Congress Yan Honglei, Deputy Secretary of the Municipal Party Committee and Mayor Chen Xingping, met with Gu Wei, Party Secretary and Chairman of China Energy Construction Group Heilongjiang Electric Power Design Institute Co., Ltd., at the city government office center. The two sides conducted in-depth discussions on deepening central-local cooperation, drafting the “14th Five-Year” energy development plan, and promoting green and low-carbon transformation.

Yan Honglei and Chen Xingping warmly welcomed Gu Wei and his delegation. Yan Honglei pointed out that energy is a vital support for high-quality development. Currently, Qiqihar is making every effort to build a clean, low-carbon, safe, and efficient renewable energy system and accelerate the transformation and upgrading of old industrial bases. China Energy Construction Heilongjiang Institute has strong technical strength and rich project experience. They hope to provide strategic advice from a national perspective for Qiqihar, focusing on key areas such as power calculation collaboration and direct green power connection, to deepen central-local cooperation, help upgrade the energy industry in Hecang, and inject strong momentum into the city’s high-quality economic and social development.

Gu Wei introduced the development layout and business advantages of China Energy Construction Heilongjiang Institute. He stated that Qiqihar is rich in energy resources with great development potential. The Heilongjiang Institute will fully leverage its technical, talent, and resource advantages, actively participate in planning, design, and project construction in Qiqihar’s energy sector, and assist Qiqihar in accelerating green and low-carbon transformation and achieving high-quality development.

Both sides agreed to establish a platform for coordination to promote the implementation and effectiveness of cooperation projects.
