Guangzhou Explores Housing Vouchers for Second-Hand Home Purchases; Dispersed Trading Entities Increase Implementation Difficulty

Caixin Guangzhou will explore using housing vouchers for purchasing second-hand homes. The city’s Planning and Natural Resources Bureau recently released the “Several Measures for Land Management to Support High-Quality Urban Renewal and Promote Fine-Grained Spatial Governance,” which includes this proposal. This means that housing vouchers, originally mainly used for demolition and resettlement or purchasing new commercial housing, are being introduced into a broader range of applications.

Housing vouchers refer to the settlement vouchers issued after quantifying the resettlement compensation rights of displaced homeowners. Essentially, they direct compensation funds into the housing transaction market. Several industry insiders believe that the decreasing availability of new housing resources connected to housing vouchers in the main urban area is an important background for Guangzhou’s reform of housing vouchers.
