Court of Final Appeal Non-permanent Judge Keith Zhai to Serve Another 3-Year Term

The Chief Executive has accepted the Chief Justice of the Court of Final Appeal’s recommendation to extend the term of non-permanent judges from other common law jurisdictions, including Justice Kwek Hoi-ying, by three years starting from April 6, 2026.

The Hong Kong Court of Final Appeal Ordinance provides for a list of non-permanent Hong Kong judges and judges from other common law jurisdictions. The term of non-permanent judges is three years, and the Chief Executive may, based on the recommendation of the Chief Justice of the Court of Final Appeal, extend the term of non-permanent judges once or multiple times, each extension lasting three years.
