Financial Budget | Legislative Council Passes Interim Appropriation to Address Various Government Expenditures

The Legislative Council has passed a temporary appropriation bill to cover government expenses before the implementation of the new Financial Budget.

Financial Secretary Paul Chan Mo-po stated that the Legislative Council will resume second reading debate on the 22nd of next month and conduct third reading on the 29th, ensuring that when the new fiscal year begins on April 1st, the government will not have to halt public services related to citizens’ daily lives, such as education, social welfare, healthcare, and security, due to lack of resources.

Paul Chan said that before the new budget takes effect, the government can utilize a total of approximately HKD 181.79 billion in temporary appropriations, which is about 28% of the total appropriations of approximately HKD 652.47 billion. In terms of regular expenditures, the government generally applies for temporary appropriations equivalent to 20% of the annual budget.

He pointed out that after the temporary appropriation bill is passed, the government will complete related procedures, including gazetting and issuing the temporary appropriation order, allowing government departments to make necessary payments as usual starting April 1st.
