Illegal Printing of Internal Materials: Company Fined 10,000 Yuan

Publishing internal materials requires strict approval; unauthorized printing is a violation. Recently, the Fuzhou Municipal Bureau of Culture and Tourism investigated a related case. A company printed internal training materials without approval from the news and publishing administrative department and was fined 10,000 yuan.

Fuzhou Education Technology Co., Ltd. mainly provides training for trainers at training institutions. During routine inspections, cultural market law enforcement officers found that the training materials printed by the company during trainer training were internal publications, not approved by the news and publishing administrative department, and did not have the “Internal Materials Printing Permit.”

The company’s actions violated the relevant provisions of the “Regulations on the Management of Internal Publications.” Based on relevant regulations, the Fuzhou Bureau of Culture and Tourism imposed a fine of 10,000 yuan.

□ Case Highlights

Article 3 of the “Regulations on the Management of Internal Publications” states that the printing of internal materials is managed through the issuance of the “Internal Materials Printing Permit” (hereinafter referred to as the “Permit”). No unit or individual may print internal materials without approval and the permit.

Article 22, Item 1 of the “Regulations on the Management of Internal Publications” stipulates that unauthorized printing of internal materials without approval shall be ordered to correct the violation and cease the illegal activity by the news and publishing administrative department of the local people’s government at or above the county level. Depending on the severity, warnings may be issued, and a fine of up to 1,000 yuan may be imposed; for profit-making activities, fines of up to 30,000 yuan may be imposed.
