The 2026 CCTV “3.15” Evening Gala focuses on public safety issues, exposing systemic violations and chaos in the electric bicycle rental industry. Zhengzhou Electric Donkey Brother Network Technology Co., Ltd. (hereinafter referred to as “Electric Donkey Brother”) was named, suspected of illegal activities such as removing vehicle speed limits and using electric motorcycles to impersonate electric bicycles with fake license plates.
On the morning of March 16, the reporter visited the Electric Donkey Brother store on Fengchan Road, Zhengzhou. The rolling shutter was closed, the storefront had been torn down, and dozens of electric bikes previously used for rental were still parked outside and on the road, many with “Electric Donkey Brother” labels.
“Near here are Henan Agricultural University and Zhengzhou University North Campus. Many of the rental customers are college students,” said a nearby resident. They were unaware of the specific violations at the “Electric Donkey Brother” store but mentioned that business used to be good here. Recently, for some unknown reason, it suddenly closed.
At the scene, the reporter saw that besides “Electric Donkey Brother,” there were other electric bike rental shops on the same street. However, on the morning of the 16th, these rental shops were also closed with their doors shut. The street was densely lined with various brand electric bike sales points, including several repair shops, parts stores, and battery vendors.
The newly revised “Electric Bicycle Safety Technical Specification” clearly states that the maximum design speed of electric bicycles should not exceed 25 km/h. However, according to CCTV exposure, some rental platform vehicles have been modified to reach speeds of 75 km/h to 80 km/h, seriously exceeding speed limits.
Electric Donkey Brother’s operations are even more direct. Manager Wang explicitly told the reporter that they supply each store with “simply electric motorcycles,” but they are fitted with electric bicycle license plates, creating a violation of “fake plates with real vehicles.”
According to the Qichacha app, Electric Donkey Brother was established in December 2018 with a registered capital of 1 million yuan. It is a limited liability company (wholly owned by an individual), with fewer than 50 employees. Its business scope includes software development for network and information security. Currently, its quality management system certification has been suspended, and its intellectual property management system certification has been revoked.
On the evening of March 15, Zhengzhou Market Supervision Bureau announced that the CCTV “3.15” Gala exposed issues related to electric bike rental chaos involving some enterprises in Zhengzhou. The city attaches great importance, immediately forming a joint investigation team to carry out law enforcement actions and conduct comprehensive inspections. Moving forward, Zhengzhou Market Supervision Bureau will investigate and collect evidence of illegal activities by involved companies according to law, conduct thorough inspections and rectifications, severely crack down on illegal business practices, and effectively protect consumers’ legitimate rights and interests.
