Shenzhen Housing Provident Fund New Policy: Can Voluntarily Increase Personal Contribution Ratio

Xinhua News Agency, Shenzhen, March 16 (Reporter Zhao Ruixi) — On March 16, the “Shenzhen Housing Provident Fund Management Measures” were publicly released, revising and improving the “Shenzhen Housing Provident Fund Interim Management Measures” implemented since December 2010. The revision clarifies that employees can voluntarily apply to increase their personal contribution rate, with a maximum of 12%, to obtain higher housing provident fund loan limits.

The measures stipulate that the contribution rate of employees’ individual housing provident fund contributions is generally consistent with the rate contributed by their employer. Employees who voluntarily wish to increase their contribution rate can choose a rate higher than their employer’s, but not exceeding the national limit. Within each housing provident fund year, employees can adjust their contribution rate once.

To promote flexible handling of overdue provident fund disputes and improve dispute resolution efficiency, the measures specify that the Provident Fund Center can handle employee complaints through mediation and other methods, encouraging employers and employees to negotiate and resolve housing provident fund disputes.

The new regulations will take effect from April 1, 2026.

Since the Shenzhen Housing Provident Fund system was implemented in December 2010, by the end of December 2025, the city’s total housing provident fund contributions have reached 1,032.9 billion yuan, supporting employees to withdraw 694.1 billion yuan, and issuing a total of 392.6 billion yuan in housing provident fund loans.
