Three Departments Jointly Release Guiding Opinions to Promote Quality Improvement and Upgrading of Brewing Industry

The Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, and the State Administration for Market Regulation issued the “Guidelines for Quality Improvement and Upgrading of the Brewing Industry (2026–2030).” The guidelines propose that by 2028, the integration of raw material planting, production and brewing, and circulation and consumption will continue to optimize. Product diversity, quality recognition, and brand reputation will significantly improve. Enterprises will accelerate transformation and upgrading of production methods and business models. Consumption scenarios and patterns will continue to expand and diversify. Industrial layout will be further optimized, with the leading role of production areas and the driving force of industrial parks enhanced. More than three traditional advantageous wine-producing regions with over one trillion yuan in output, and over ten characteristic brewing industrial parks with over ten billion yuan in output will be cultivated. A development pattern of “hundred-billion-yuan parks, trillion-yuan clusters, and ten-trillion-yuan industries” will be formed. Progress will be made in supporting capabilities such as standard supply, quality safety, and talent development. By 2030, the level of digital intelligence, green development, and internationalization will continue to improve. Development quality and efficiency will significantly increase. Industry scale will steadily grow, with ongoing optimization of capacity layout and product structure. A comprehensive industrial system characterized by diverse product types, orderly production and circulation, rational regional distribution, and a healthy industrial ecosystem will be established.
