According to Beijing News reported on May 16, recently, the Beijing Municipal Science and Technology Commission and the Zhongguancun Management Committee publicly solicited opinions on “Several Measures to Promote the Innovation and Development of General Artificial Intelligence in Beijing (2023-2025) (Draft for Comment)”, The opinion draft proposes to strengthen cooperation with leading public cloud vendors and other market entities, implement the computing power partnership plan, and determine the first batch of partnership plan members; include new computing power construction projects into the computing power partnership plan, and accelerate the promotion of Haidian District’s "Beijing Artificial Intelligence Smart Public Computing Power Platform”, Chaoyang District “Beijing Digital Economy Computing Power Center” and other projects.

In view of the fact that the current high-quality Chinese corpus for large-scale model training is too small, which is not conducive to the expression of Chinese context and industrial application, the existing open source Chinese pre-training data set and high-quality Internet Chinese data are integrated and cleaned for compliance. At the same time, continue to expand high-quality multi-modal data sources, build compliant and safe large-scale model pre-training corpora such as Chinese, image-text pairs, audio, and video, and conduct targeted and conditional opening through the social data zone of Beijing International Big Data Exchange.
