On March 30, the Science and Technology Innovation Board Daily reported that Xin Guobin, Deputy Minister of the Ministry of Industry and Information Technology, stated at the 2025 China Electric Vehicle Hundred People Meeting Forum that the ministry will expedite the formulation of a new-era development plan for the intelligent connected new energy vehicle industry, enhance departmental coordination, improve support policies, continuously consolidate and expand the industry's competitive advantages, and solidly promote the high-quality development of China's automotive industry. Accelerate the industrialization development of autonomous driving, advance the access and road testing pilot for intelligent connected vehicles, improve the standard system, conditionally approve the production access for L3 level autonomous driving models, and promote the improvement of legal regulations such as road traffic safety insurance.

At the same time, the integrated industry local standards for vehicle-road-cloud are also being accelerated.

The Guangzhou Market Supervision Administration issued a notice on March 28 soliciting opinions for the revision of the Guangzhou local standard "Integrated Vehicle-Road Cloud Side Intelligent System Technical Requirements" (draft for public comments);

On March 25, the Beijing Municipal Bureau of Economy and Information Technology also issued a notice stating that the local standards "Integrated Roadside Intelligent Infrastructure Part 5: Operation and Maintenance Management Specifications", "Integrated Roadside Intelligent Infrastructure Part 6: Information Security Technical Requirements", "Technical Specifications for Closed Testing Grounds for Intelligent Connected Vehicles Part 1: Passenger Vehicles", and "Technical Specifications for Closed Testing Grounds for Intelligent Connected Vehicles Part 2: Unmanned Delivery Vehicles" have completed the draft for public consultation and are now open for feedback.

It is worth noting that starting next Tuesday (April 1), the "Beijing Autonomous Vehicle Regulation" will officially take effect. This regulation clarifies various policy measures that support and encourage the innovation and development of autonomous driving technology in Beijing, and for the first time, it makes specific provisions for the on-road testing of personal passenger cars with L3 level or above.

According to the "Automotive Driving Automation Levels" standard implemented in 2022: L0 to L2 are driving assistance, where the driver must monitor the driving at all times; L3 is conditional automation, where the driver must take over in emergency situations; L4 is high automation; L5 is full automation.

In addition to policy support, in the past week, car manufacturers such as Ideal, HarmonyOS, Zeekr, Chery, and GAC have intensively released the latest developments in autonomous driving, with several companies announcing progress and timelines for L3. Brokers believe that the transition of passenger cars from L2 assisted driving to L3 autonomous driving is expected to be achieved by 2025.

He Xiaopeng, chairman and CEO of Xpeng Motors, said that in the second half of this year, Xpeng will realize the software capabilities and experience of L3 autonomous driving, and will mass-produce models that support L4 low-speed scenarios in 2026.

GAC will launch mass production and sales of L3 autonomous driving models in the fourth quarter of this year, and will accelerate the pace of mass production and launch more L3 autonomous driving products in 2026.

Chery Automobile announced plans to achieve mass production of L3 level autonomous vehicles by 2026 and released the Falcon Intelligent Driving System.

The ideal goal is to achieve L3 level autonomous driving by 2025, with MindVLA set to launch in July.

Hongmeng Intelligent Driving will push ADS 4.0 in the third quarter, according to information previously disclosed by Huawei, showing that ADS 4.0 will have L3 level autonomous driving capabilities.

Jikr has launched its L3-level intelligent driving technology architecture, which will debut on the Jikr 9X Glory Edition model at the Shanghai Auto Show.

GF Securities pointed out that with the rapid iteration and empowerment of AI technology, the turning point for high-level intelligent driving experience may have arrived, and Chinese brand car companies are expected to continue to achieve leapfrog development under intelligent empowerment.

On March 28, 2025, the China Electric Vehicle Hundred People's Association Forum also released the "Coordinated Development Report of Vehicles, Roads, and Cities and Benchmark Cases." The report pointed out that 2025 will be an accelerated period for the construction of "Vehicle-Road-Cloud Integration," with pilot cities speeding up the construction of related infrastructure for intelligent connected vehicles, establishing a more refined and comprehensive urban road intelligent perception system. At the same time, 2025 is also a key node for the large-scale commercial application of intelligent connected vehicles, with several car manufacturers announcing that they will mass-produce models equipped with "Vehicle-Road-Cloud" integration technology in 2025.

It is expected that by 2025 and 2030, the incremental output value of the "vehicle-road-cloud integration" intelligent connected vehicle industry will reach 729.5 billion yuan and 2.5825 trillion yuan, with an average annual compound growth rate of 28.8%.
